近年來,綠色環(huán)保概念火遍全球,新能源勢不可擋,全世界都在講綠色環(huán)保新能源電動汽車等,中國作為負(fù)責(zé)任的大國,更是走在最前沿(鏈接→:外交部:中國將用歷史上最短的時(shí)間完成全球最大碳強(qiáng)度降幅)獨(dú)領(lǐng)風(fēng)騷。 對綠色概念,航運(yùn)業(yè)也不甘示弱,LNG雙燃料船、甲醇或液氨燃料船、新能源加7注等相關(guān)新聞經(jīng)常霸榜。但是,大多數(shù)現(xiàn)有商船還是傳統(tǒng)能源,低硫油有關(guān)的排放控制區(qū)也是越來越多越來越嚴(yán)(鏈接→:新的ECA知多少?現(xiàn)有多少ECA區(qū)?),所以脫硫塔應(yīng)運(yùn)而生。然而好多國家和地區(qū)禁用開式脫硫塔,何也? 圖源:DNV由于船舶燃油中含有硫元素,其燃燒后轉(zhuǎn)化為船舶廢氣中的硫氧化物,硫氧化物可能對建筑、土壤、水體及人體等產(chǎn)生危害。為降低硫氧化物對環(huán)境的危害,IMO規(guī)定自2020年1月1日起在全球范圍內(nèi),船舶使用燃油的硫含量百分比不得超過0.50%。為了滿足IMO的限硫令,現(xiàn)有船舶可采取三種方案:一是直接使用低硫燃油作為燃料,但是低硫油價(jià)格比高硫油高了不少,船東成本增加。二是繼續(xù)使用高硫燃油作為燃料,同時(shí)加裝船舶廢氣清洗系統(tǒng)(Exhaust Gas Cleaning System,EGCS),通過EGCS對燃油燃燒后的廢氣進(jìn)行洗滌,達(dá)到除去廢氣中硫氧化物的目的,脫硫塔也有成本,需要時(shí)間用高低硫油的差價(jià)回本;三是使用LNG液化天然氣、甲醇、液氨、電等清潔能源,實(shí)現(xiàn)硫氧化物零排放。而雙燃料海員也缺,怪不得看朋友圈北京鑫裕盛旗下的武漢新海聯(lián)T11、T12培訓(xùn)火爆,青島新海聯(lián)也橫空出世,應(yīng)運(yùn)而生(鏈接→:海員培訓(xùn),一個(gè)10億美元的大市場出現(xiàn)了!)(鏈接→: 雙燃料散貨船長能拿月薪14000?)。 海員綠色燃料技能培訓(xùn);圖片生成自ChatGPT正是由于大多數(shù)現(xiàn)有商船還是使用傳統(tǒng)能源,很多船就用上了上述“裝EGCS”的方案二。EGCS按工作模式可分為開式洗滌塔(Open loop scrubbers)和閉式洗滌塔(Close loop scrubbers)、混合式幾種類型,由于開式系統(tǒng)的組成較為簡單,目前絕大多數(shù)船東都選擇的是開式系統(tǒng)。據(jù)悉,現(xiàn)在約80%船舶安裝的是開式脫硫塔,圖源:CLASS NK 據(jù)DNV的數(shù)據(jù),為應(yīng)對IMO的2020年全球燃油硫限制,自2019年起脫硫塔的安裝量顯著增加。在2020年至2023年間,又安裝了644個(gè)脫硫塔,預(yù)計(jì)到2025年脫硫塔的數(shù)量將增加到至少5,061個(gè)。 圖源:DNV但是,EGCS開式系統(tǒng)也存在問題,包括能量消耗大、污染被轉(zhuǎn)移(本來是排向大氣,現(xiàn)在排入大海)、會導(dǎo)致海洋酸化(硫氧化合物遇水呈酸性)、有全球禁用的風(fēng)險(xiǎn)(不排除新的研究出臺,排海比排入大氣危害還大)。 由于開式系統(tǒng)涉嫌污染轉(zhuǎn)移,以及在港區(qū)內(nèi)大量排放酸性液體,對港區(qū)造成環(huán)境污染等因素,所以很多港口禁止在港口內(nèi)使用開式脫硫塔。 船上實(shí)際操作中,難免因?yàn)檫^失、信息不及時(shí)等原因,到港未合法使用脫硫塔,導(dǎo)致罰款甚至耽誤船期。 特此整理禁用開放式脫硫塔(Open-Loop Scrubbers)的國家和港口清單,以2024年6月6日為截止日期,以亞洲、南北美洲、歐洲、非洲、大洋洲為順序,供參考。 特別強(qiáng)調(diào),安裝脫硫塔的船舶進(jìn)入任何國家或領(lǐng)土的領(lǐng)海時(shí),請與當(dāng)?shù)卮砺?lián)系,以確脫硫塔的使用符合當(dāng)?shù)刈钚乱?/strong>。另外,文末還有5條特別強(qiáng)調(diào)。 1--ASIA 中國、馬來西亞和新加坡對開放式脫硫塔洗滌水排放實(shí)施了禁令。中國的禁令適用于內(nèi)河排放控制區(qū)、沿海排放控制區(qū)港口水域和渤海水域。更多具體國家和要求,如下表Country | Port | Outline | Bahrain | All ports and anchorage | ¨Discharging of wash water from Open-Loop scrubber is prohibited when the vessel is within the port of Bahrain including the anchorage area. ¨Discharging of wash water from Open-Loop mode EGC system (Scrubber) into Bahraini territorial waters and Exclusive Economic Zone (EEZ) is not permitted unless it can be proved that the discharge of washwater complied with the IMO 2015 guidelines for exhaust gas cleaning system (MEPC.259 (68)) and there is no negative impact on marine ecosystems. ¨Reference: Marine Notice: PMA/03/2019 | China | Inland river ECA’s, ports, Bohai sea | ¨Ships are prohibited to discharge wash water from Open-Loop scrubbers in China Emission Control Areas, which effectively means the territorial waters of China. ¨China Emission Control Area boundary line is connected by 60 points as illustrated in figure 1 of attached Huatai Circular PNI1907. ¨China-ECA-Plan-Guideline 2018 (5.2.1) prohibits discharge water from open loop scrubbers on Inland River ECA’s, Ports in coastal ECAs and Bohai sea waters.
