【原】防火控制圖，韓國佬，又搞錯了！

有位老鐵，給老編咨詢了兩個事情，這里解答一下：

一是：為什么我輪在韓國7月份檢查之后，9月份還在日本檢查，11月份又被韓國檢查？當時7月份用郵件形式已經(jīng)復查結(jié)束了，然后9月份日本又來了。

二是：有沒有關(guān)于IMO防火控制圖大小要求的條款，這邊的韓國PSC有問題，明明可以的防火控制圖貼紙，但是人家嫌小了，要換一個大的。

隨后，是兩張PSC檢查的缺陷報告。

好家伙，還是手寫的，看來這位小兄弟工作很認真，每次PSC檢查過后，都做復盤整理，能夠雇傭到這樣的員工，這家公司真是好福氣。

先解答第一個問題

第一個問題的實質(zhì)是:船舶的檢查窗口期的問題。

根據(jù)東京備忘錄的檢查機制，船舶依據(jù)所屬的船旗、入的船級社、船舶類型以及被PSC開具的缺陷情況，檢查窗口期在2到18個月之間，如果一艘船兩個月就被查一次，說明這船是個高風險船舶。

另外，需要注意的是：澳大利亞雖然屬于東京備忘錄成員，但是他們不遵從這個檢查窗口！

在東南亞買的報告，到土澳還要被擼一遍，建議大家不要亂花錢。

實際上，東京備忘錄也屬于草臺班子類型，大鵝，動不動就要停東京備忘錄的服務(wù)器，各個成員國貌合神離，各有各的小九九，有幾個刺頭，基本不甩小日子領(lǐng)導的東京備忘錄。

剛剛，東京備忘錄在韓國召開了第35次會議，會后在官網(wǎng)上坦言：

The Committee expressed serious concerns for attention of stakeholders regarding cases of improper conduct of certain flag States and ROs. These cases relate to extending validity of certificates in violation of limitations imposed by the relevant conventions and accepting/approving unjustified equivalent arrangement and the conduct of ineffective remotesurveys.

The Committee also raised the concerns on information about apparent attempts by some flag States to conclude bilateral agreements with port States to avoid port State detentions. The Committee advise and urge member Authorities to be vigilant against such agreement since it would present a serious risk to the integrity of the Tokyo MOU and the port State control systemas whole.

啥意思？

第一段是說：一些方便旗和RO無底線，隨意簽發(fā)豁免證書，隨意搞虛假的遠程檢驗，幫助船東作弊，逃避檢查；

第二段是說：個別成員國，作為船旗國沒底線，私下與別的成員國簽署交易，互相不滯留船，幫助本國船東逃避PSC檢查。

真有意思，這種赤裸裸的、毫無掩蓋的、自己人自爆自家短處行為，猶如潑婦罵街，顯然說明東京備忘錄內(nèi)部確實是矛盾重重。

小日子，在歷史上就狗一樣的存在，他們主導的東京備忘錄，自然也是一言難盡。

接著，咱們回答第二個問題

PSC開具的缺陷描述是：Dimensions of fire control plan IMO symbol not as requirement

PSC的意思是：防火控制圖標識在尺寸上與IMO的圖樣不一致。

防火控制圖，就像上圖一樣，大家應(yīng)該都比較了解，這是SOLAS公約第II-2章第15.2.4條的要求：

Fire control plans （Refer to Graphical symbols for fire control plans (resolution A.952(23)) and/or table 3 of Escape Route Signs and Equipment Location Markings (resolution A.1116(30)), as appropriate. Refer to the symbols in table 3 of resolution A.1116(30) where the symbols for a specific item are differently expressed in resolutions A.952(23) and A.1116(30)）

2.4.1 General arrangement plans shall be permanently exhibited for the guidance of the ship's officers, showing clearly for each deck the control stations, the various fire sections enclosed by "A" class divisions, the sections enclosed by "B" class divisions together with particulars of the fire detection and fire alarm systems, the sprinkler installation, the fire-extinguishing appliances, means of access to different compartments, decks, etc., and the ventilating system including particulars of the fan control positions, the position of dampers and identification numbers of the ventilating fans serving each section. Alternatively, at the discretion of the Administration, the aforementioned details may be set out in a booklet, a copy of which shall be supplied to each officer, and one copy shall at all times be available on board in an accessible position. Plans and booklets shall be kept up to date; any alterations thereto shall be recorded as soon as practicable. Description in such plans and booklets shall be in the language or languages required by the Administration. If the language is neither English nor French, a translation into one of those languages shall be included.

2.4.2 A duplicate set of fire control plans or a booklet containing such plans shall be permanently stored in a prominently marked weathertight enclosure outside the deckhouse for the assistance of shore-side fire-fighting personnel.**

這一段雖然短，但是內(nèi)容可不少，總結(jié)下來：

1.防火控制圖及其細節(jié)booklet永久性的，最起碼要準備兩套（具體數(shù)量和位置在船舶證書上有標注），一套用于上墻展示；另一套用于甲板風雨密盒內(nèi)，供岸上使用；包含防火細節(jié)的booklet的復制品，每個高級船員都要搞一個。

2.防火控制圖及其細節(jié)的booklet，應(yīng)及時更新。

3.防火控制圖上的圖形符號應(yīng)以A.952(23)和 A.1116(30)為準，二者有矛盾的時候，以A.1116(30)為準。

由此，對于防火控制圖的缺陷也就比較明確了：

1.船上消防設(shè)施（設(shè)備）存放（設(shè)置）位置與《防火控制圖》中所標注的要求不一致；

2.《防火控制圖》部分內(nèi)容褪色，無法看清楚；

3.《防火控制圖》未經(jīng)船檢機構(gòu)審核批準；船上未編制滅火設(shè)備的保養(yǎng)及操作說明。

對于PSC經(jīng)常開具的保真缺陷，我們也舉幾個例子：

1.Fire control plan demonstrated in accommodation and outside accommodation (both entrances) are not approved copy.（生活區(qū)門口的防火控制圖沒經(jīng)認可）

2.FF training manual incomplete, no mention about radio equipment for firemen (two-way radio telephone apparatus).（消防員的操作手冊不完整，沒有提及雙向?qū)χv設(shè)備，就是上面提到的booklet的內(nèi)容不完整）

3.One fire control plan in accommodation not readable.（生活區(qū)的消防控制圖不清晰）

4.The location symbol of fire control plan in enclosure at main deck not complied with convention.（甲板密封盒里的那個消防控制圖圖表沒有改正，可能是駕駛員只改了生活區(qū)的，忘記改了這一張）

5.Symbols located on fire control plan were not in accordance with IMO Resolution A.952(23).(消防控制圖上的圖標與A.952(23)上的不一致)

6.Location sign of fire control plan as required by MSC.451 was not available in the vicinity of the fire control plan at both side of gangway.（沒有使用MSC.451要求的小船標，下圖的這個玩意）
