數(shù)據(jù)來源于APCIS 2022年3月東京備忘錄地區(qū)共開展PSC檢查1962艘次,發(fā)現(xiàn)缺陷3454項(xiàng),滯留船舶49艘次,滯留率為2.50%。 3月份12個(gè)國家/地區(qū)實(shí)施了滯留,澳大利亞滯留船舶艘次最多,共滯留了12艘次,印度尼西亞滯留了9艘次、韓國滯留了8艘次。 滯留率最高的國家/地區(qū)依次是:韓國,7.21%;澳大利亞,5.74%。 3月份共開出滯留缺陷126項(xiàng),占據(jù)首位的是消防安全相關(guān)缺陷,排名二、三位的依次是ISM和救生設(shè)備缺陷。 During launching of starboard lifeboat, the internal remote release wire broke and fell off the lifeboat. 在降落右舷救生艇過程中,艇內(nèi)遙控釋放鋼絲斷裂脫落。 The launching mechanism shall be so arranged that it may be actuated by one person from a position on the ship's deck and, except for secondary launching appliances for free-fall lifeboats, from a position within the survival craft or rescue boat. When launched by a person on the deck, the survival craft or rescue boat shall be visible to that person. SOLAS公約及修正案對救生艇筏降落裝置有明確要求,除了自由降落救生艇的次要降落設(shè)備以外,降落裝置要滿足以下三點(diǎn):一是可一人操作,二是在甲板某一位置和在艇內(nèi)均可操作,三是在甲板上降落操作時(shí)應(yīng)能始終觀察到救生艇筏的動(dòng)向。其中第二點(diǎn)因公約中文翻譯與英文版本不一致問題,曾經(jīng)造成一些困擾,即艇內(nèi)和甲板均應(yīng)設(shè)置快速降落裝置,而不是設(shè)置其中之一。本例中,艇內(nèi)釋放鋼絲在操作時(shí)斷裂脫落,將導(dǎo)致救生艇無法在艇內(nèi)進(jìn)行降落釋放,因此船舶被滯留。在PSC/FSC檢查實(shí)踐中,救生艇筏降落裝置還存在其他一些缺陷,如:釋放鋼絲未穿入救生艇內(nèi)、釋放鋼絲被打死結(jié)無法穿入救生艇內(nèi)、在艇內(nèi)和/或甲板上的降落裝置不能降落救生艇、在甲板上的快速釋放鋼絲在降落操作過程中斷裂、在甲板上進(jìn)行降落救生艇操作時(shí)無法始終觀察救生艇的動(dòng)向,其中后面三項(xiàng)缺陷將可能導(dǎo)致船舶被滯留。 Steering gear out of order. 舵機(jī)故障。 The main steering gear and rudder stock shall be: .1 of adequate strength and capable of steering the ship at maximum ahead service speed which shall be demonstrated; .2 capable of putting the rudder over from 35° on one side to 35° on the other side with the ship at its deepest seagoing draught and running ahead at maximum ahead service speed and, under the same conditions, from 35° on either side to 30° on the other side in not more than 28 s; .3 operated by power where necessary to meet the requirements of paragraph 3.2 and in any case when the Administration requires a rudder stock of over 120 mm diameter in way of the tiller, excluding strengthening for navigation in ice; and .4 so designed that they will not be damaged at maximum astern speed; however, this design requirement need not be proved by trials at maximum astern speed and maximum rudder angle. SOLAS公約對船舶舵機(jī)系統(tǒng)有詳盡的規(guī)定,舵機(jī)故障現(xiàn)象和原因也是多種多樣,既有電氣方面,也有液壓系統(tǒng)方面,還有操作相關(guān)等。在此將浦東海事局近一年安檢中查出的有關(guān)舵機(jī)方面近100條缺陷進(jìn)行歸納舉例如下:駕駛室舵機(jī)控制系統(tǒng)及報(bào)警電源開關(guān)無法合閘供電、2號(hào)舵機(jī)液壓系統(tǒng)漏油、舵機(jī)操舵裝置右滿舵不足35度(實(shí)際只能達(dá)到31度)、舵機(jī)工作油箱未設(shè)置低液位報(bào)警、1號(hào)舵機(jī)和2號(hào)舵機(jī)的舵機(jī)液壓油柜低液位報(bào)警測試失敗、1號(hào)舵機(jī)斷相報(bào)警故障、舵機(jī)間舵機(jī)報(bào)警系統(tǒng)故障、駕駛臺(tái)未張貼應(yīng)急操舵方框圖、輪機(jī)人員不熟悉舵機(jī)警報(bào)(如低液位、缺相等警報(bào))的測試、2號(hào)舵機(jī)在斷相警報(bào)測試時(shí)操作不當(dāng)導(dǎo)致舵機(jī)電機(jī)故障、舵機(jī)間通往操舵位置和控制器的工作通道未提供扶手欄桿和格子板或其他防滑地板、舵機(jī)液壓油儲(chǔ)存柜內(nèi)儲(chǔ)備油量不足、舵機(jī)間2號(hào)舵機(jī)的壓力表損壞,等等。 International Oil Pollution Prevention Certificate issued for a period exceed 5 years 簽發(fā)的IOPP證書有效期限超過5年。 MARPOL Annex I, M73/78/ANI/R9; 1 An International Air Pollution Prevention Certificate shall be issued for a period specified by the Administration, which shall not exceed five years. 2 Notwithstanding the requirements of paragraph 1 of this regulation: .1 when the renewal survey is completed within three months before the expiry date of the existing certificate, the new certificate shall be valid from the date of completion of the renewal survey to a date not exceeding five years from the date of expiry of the existing certificate; .2 when the renewal survey is completed after the expiry date of the existing certificate, the new certificate shall be valid from the date of completion of the renewal survey to a date not exceeding five years from the date of expiry of the existing certificate; and .3 when the renewal survey is completed more than three months before the expiry date of the existing certificate, the new certificate shall be valid from the date of completion of the renewal survey to a date not exceeding five years from the date of completion of the renewal survey. 根據(jù)MARPOL公約的規(guī)定,IOPP證書的有效期不得超過5年。該缺陷屬于該情況。但如果船舶換證檢驗(yàn)在現(xiàn)有證書期滿之前3個(gè)月內(nèi)完成,則新證書應(yīng)從換證檢驗(yàn)完成之日起,至現(xiàn)有證書期滿之日后不超過5年的日期內(nèi)有效。如果換證檢驗(yàn)在現(xiàn)有證書期滿之日后完成,則新證書應(yīng)從換證檢驗(yàn)完成之日起,至現(xiàn)有證書期滿之日后不超過5年的日期內(nèi)有效。如果換證檢驗(yàn)在現(xiàn)有證書期滿之日的前3個(gè)月前完成,則新證書應(yīng)從換證檢驗(yàn)完成之日起不超過5年的日期內(nèi)有效。IOPP證書有效期可參照以下三圖。 1. Fire main isolating valve not able to be closed. 2. Numerous ISO base twistlock housings found corroded and defective in location 6310, 4204, 3007,1402 and 2206. Numerous twistlocks found unsecured, for example two twistlocks on container outside row 3610 found unsecured. 3.
