航次受載,意向貨物,租家未確定具體航次意向,查閱載重線海圖,以及BCC證書,貨物適于裝載并且未滿載,不存在超載現(xiàn)象。

Cargo: Coal in bulk

brand 1 tonnage 30000 +/- 10%

brand 2 tonnage 50000 +/- 10%

sf 1.163 (abt 41.07 cuft/ton)

Loading port: Newcastle

Discharging port: Kwangyang or Pohang

all bss no draft limit

自然隔票,一票貨貨量較小,2個(gè)倉裝載,對(duì)于230米左右,38米寬左右的船舶來說,正常偶數(shù)倉可以空倉,港內(nèi)偶數(shù)倉可以壓水,適用于空高受限制碼頭。小票貨物優(yōu)先選擇 1-4-7三個(gè)貨倉跳倉裝貨,或是2-4-6,由于煤積載因數(shù)比較大,占用3個(gè)倉后可能存在剩余貨物無法滿載的情況以及裝貨過程中吃水差不能滿足排水要求。

貨量受載配載裝置最大量后,小租家覺得航次比較合適,給予正式的航次指令,如下:

從國內(nèi)到澳大利亞船開航后到最終確認(rèn)航次正好卡在14天,代理郵件跟小租家?guī)缀跬瑫r(shí)到達(dá)船上,靠泊申請(qǐng)應(yīng)該優(yōu)先遞交。

This form must be completed by all coal loading vessels visiting the Port of Newcastle (Port) as part of the Port Authority of New South Wales-Newcastle (Port Authority) Vessel Arrival System Trial.  Under the Vessel Arrival System Rules (Rules) a coal loading vessel that does not complete and provide this form to the email address or facsimile number specified below at least 14 days prior to the vessel arriving off the Port may not be permitted to enter the Port.

代理跟發(fā)貨人一個(gè)勁的推薦減少1個(gè)貨重的裝貨量,航次已經(jīng)跟租家宣載貨量,沒有正當(dāng)理由很難再次更改。

看到這個(gè)信息,別提心里有多高興,貨量越少越好,越少了越能控制,裝貨設(shè)備還壞,排水不知道能夠爭(zhēng)取多少時(shí)間。我趕緊催韓國人確認(rèn),跟船管這邊咨詢一下,畢竟澳大利亞這邊來的次數(shù)不是很多,溝通很多,但是他有一點(diǎn),比較認(rèn)同,就是貨絕對(duì)不能超88000噸,牽扯買賣合同,銀行結(jié)匯等原因,有一條船由于多裝貨被租家投訴,卸貨港沒法交貨,我趕緊找找CP,確認(rèn)一下貨運(yùn)條款船上責(zé)任這塊:

68 6That the cargo or cargoes be laden and/or discharged in any safe dock or at any safe wharf or safe place that Charterers or their Agents may

69 direct, provided the vessel can safely lie always afloat at any time of tide, except at such places at where it is customary for similar size vessels to safely

誠然,滿足不超載合理裝載的情況下,船長(zhǎng)沒有權(quán)利擅自增加或是減少租家預(yù)計(jì)運(yùn)輸貨物。代理或是發(fā)貨人有要求的情況下,就是找租家訂。

查看了一下代理報(bào)文,泊位信息換了,并且這個(gè)港口的load plan有自己的格式,填對(duì)了自動(dòng)變綠,不對(duì)的信息會(huì)變紅,我一再發(fā)報(bào)文給代理確認(rèn)泊位信息,不要一再的改來改去,二個(gè)主要碼頭完全不同的要求,最后我覺得也是煩了,連空高限制都不要了,附上泊位信息供大家參考。

load plan bss berthing KOORAGANG,if berting CARRINGTON, we will ballast other tk for reducing air draft, pls confirm berth jettion once available,in order to vsl have enough time for adjusting air draft as per terminal request.

Air draught is the vertical distance from the top of the hatch cover to the chart datum (zero tide). Horizontal lines have been marked on each shiploader to indicate the air draught. The top of hatch covers must remain below these marks.

The air draught limit at KCT is 20.5m above chart datum (zero tide).

To allow for the normal tidal range, coal load plans where the air draught exceeds 19.5m may be rejected, and where possible the master should plan to stay under 18.5m.s

看到the max allowable 105,000mt,這個(gè)信息對(duì)我比較有利,根據(jù)以上港口信息,可以名言正順的少裝貨,不花錢的電話跟郵件,趕緊找租家,必須的減少貨量了。并且這樣的郵件代理也抄送,畢竟代理是租家代表,代理合理的要求船上必須滿足.

水量就是硬傷,無論如何,明顯就是不安全泊位,最少也需要保函還需要船東同意才能夠靠,第一時(shí)間我就遞交不安全港口,基于代理信息等等,這不是慢慢的弄出笑話了,NEWCASTEL港外漂著估計(jì)至少20-30條尺寸大小的姊妹船,有記錄以來還沒有聽說,這個(gè)港口曾經(jīng)成為定義的不安全港口。租家不管什么操作,就是一門心思的多裝貨。只要你能夠給多裝1噸的貨,只要到船上他才不管船適不適運(yùn),抵達(dá)目的港不能交貨,對(duì)不起,一切按照程序!

Expect LOP are NOT required as your vessel will be well under during berthing.

代理確認(rèn)收到裝貨計(jì)劃,一切按部就班,十分順利。就等待2天就可以靠泊了,心想事成,事與愿違。

據(jù)說港口錨地有很多棄錨棄鏈,船管上船前千叮囑萬囑咐不讓拋錨,實(shí)際自己也沒有來過這個(gè)港口,也沒有聽別人提起過這個(gè)港口,可能是自己孤陋寡聞。但是極端情況,畢竟是良好的建議,也非常明確告知租家,港口的情況,并且代理也給報(bào)文,拋錨不強(qiáng)制。租家的省油計(jì)劃又來了。

中國人的傳統(tǒng)節(jié)日春節(jié)前2-3天,氣象網(wǎng)站上觀測(cè)到自22-13一直惡劣天氣,澳大利亞東海岸涌浪能夠達(dá)到3-5米,錨地沒有地方,漂航停車可能性幾乎零。

并且錨地里船,通過HI-FLEET看到整整齊齊的排成一排,查閱了大量的資料,錨地屬于5大經(jīng)典錨地之一,開敞錨地,錨泊船首向平行于海岸線,告知了不能拋錨可能有他的原因,到底是什么原因呢?

其他剛剛起錨船的位置,我們船能不能拋錨,錨機(jī)狀態(tài),外界因素等等,綜合評(píng)估,都發(fā)過去,都沒有得到認(rèn)可,事實(shí)也證明是對(duì)的。租家一個(gè)勁的要求我們?nèi)佸^,氣導(dǎo)不定速,預(yù)報(bào)僅僅建議,管理公司不同意拋錨到底是什么原因呢?期間電話的溝通,郵件申請(qǐng),總想有一個(gè)合適的理由能夠說服海務(wù)主管。不行,就滯航。印象中滯航2-3天時(shí)間算是比較長(zhǎng),但是現(xiàn)在情況,至少一周時(shí)間。房間東西基本全部在地上,沒有任何天氣轉(zhuǎn)好的跡象。

引用ISM規(guī)則,為了安全,別無選擇,海務(wù)也是這樣說,話是這樣說,但是時(shí)間太久了。

We have discussed with WRC and we would like to recommmend to drift at more south position, between Sydney and Port Kembla, not near the shore, at open sea.

We think that position would be better than current drifting position.

船一開始沒有極端的天氣可能抵達(dá)大堡礁左右,但是觀測(cè)一下天氣北邊短暫的好天氣,南邊早晚都會(huì)過去能享受一天是一天。通過微信與港外漂航船舶了解天氣狀況,這樣也確實(shí)是合理的4號(hào)左右漂航在北邊,天氣惡劣后,以維持舵效的最小速度滯航,速度大于一小時(shí)2節(jié)左右,一直手操舵。

計(jì)劃抵達(dá)悉尼或是悉尼以南,總之船舶怎么不晃,就到哪里去。

好不容易熬到靠碼頭了,貨量問題又來了。

The only trimming survey is only at the end when there is 2,000MT to go only in the final two pours. The bills of lading are based on draught survey. The shore scale is usually +/-0.5% of draught survey and only the final cargo can be corrected by the trim pours.

That’s correct trimming surveyor will attend at the end when there is 2,000MT to go only in the final two pours. The bills of lading (2 sets, 1 for each grade loaded) are based on draught survey. The shore scale is usually +/-0.5% of draught survey and only the final cargo can be corrected by the trim pours.

Could we know which grade of cargo commenced loading first?

Reference to the intermediated draft survey, we noted that there was no reply since master's last message.

As you already aware, we have 2 grades of cargo, and even if it is allowed to mixed, we cannot determine cargo quantity of each grade. For example, MTSS could be 56,000 and ashton 32,000, which is over our allowance.

Without intermediate draft survey, how can shippers determine the quantity of each grade?

As per our previous exchanges, you have requested master to load contract maximum on 1st cargo, which as advised carries risk in case terminal scale is reading less than the actual tonnage – Contract cargo maximum could be exceeded.

Vessel commenced loading MTSS cargo 0056/15th

23,550mt loaded as at 1200hrs

31,450mt remaining

一直都是租家在堅(jiān)持,我趕緊再給提醒一下,大副收據(jù)或是提單我要加備注,并且必須要加備注,不知道任何而票貨到底有多少,并且還自然分倉了。

裝貨速度快的話17個(gè)小時(shí)就結(jié)束,慢的話也不會(huì)超過2天,不想跟租家解釋太多,少了更好,遞交DEAD FREIGHT LETTER 就可以。并且已經(jīng)裝載了接近快一半的貨物了,一切都是租家選擇,貨多貨少。

我一看這個(gè)報(bào)文心里別提有多高興了,要是能夠多裝貨的話,就能在澳大利亞度假了,裝貨港口怎么可能有卸貨設(shè)備,非常強(qiáng)硬,只要是多裝了,必須卸下去。

確認(rèn)報(bào)文抄送給代理,就等最后水尺報(bào)告,告知公司海務(wù),假若貨物多裝了的話,肯定是不能開航,投訴在所難免,貨物多裝少裝商業(yè)風(fēng)險(xiǎn),租家風(fēng)險(xiǎn)。所有港口往來郵件確認(rèn)貨量,裝貨程序等等一系列文件作為附件,船上已經(jīng)做了最大努力了,該做的都做了,已經(jīng)沒有選擇余地了。

坐等貨量,反正也是無法選擇,期間機(jī)務(wù)問了一下,貨量有沒有問題,我說沒有問題,很清晰。大約還剩余5000噸貨左右時(shí),商檢上來做水尺,大概說了一下第一票貨大約少裝了300多噸,并且不可能再裝了,我一聽,心情大好。至少能夠開航,完貨準(zhǔn)確數(shù)值出來遞交dead freight letter就可以。我也簡(jiǎn)單跟海務(wù)溝通了一下,海務(wù)還是堅(jiān)持讓我跟租家再次確認(rèn)原先的問題,到底是總數(shù)88000噸還是沒票貨量達(dá)到10%,我不愿意去確認(rèn),因?yàn)橹虚g過程確認(rèn)過無數(shù)次,非常明確,并且處理步驟沒有任何問題。

印度人美國人也是這樣教我們,并且一港口多票貨物預(yù)防貨物短缺,也是這樣做的,曾經(jīng)大租家做船東時(shí),本人做大副,一港口多票貨物預(yù)防貨物短缺是最后的一次服務(wù)于這家不入流的船東。這票貨物大租家作為這票貨的轉(zhuǎn)租人,應(yīng)該也認(rèn)可這樣的操作模式。但是,既然考慮到了,問問也不花錢,也沒有什么成本,于是電話加郵件確認(rèn)了一下。

并且電話解釋了,一下目前的情況,租家回復(fù)如下:

As per our telcon just ago, there would be about 300MT of MTSS cargo shortage but final quantity is unknown because vessel is keep loading Ashton.

We cannot exceed the Ashton more than 33000MT.

Please kindly prepare the deadfreight letter and left the quantity field blank.

Upon completion of loading, when final quantity was fixed, please kindly send the deadfright letter to agent, us and shippers’ representative, if possible.

To agent RIC.

We heard from master that there would be deadfreight for 1st grade MTSS about 300MT.

Once you received deadfreight letter from master, please ask shipper to sign on it.

我一直等水尺報(bào)告,精確到數(shù)值,高頻中大副告訴我水尺報(bào)告會(huì)以郵件的形式發(fā)送過來,并且就簽了一份水尺報(bào)告,別的什么沒有簽,木已成舟,也沒有辦法,電腦連了一下線發(fā)現(xiàn)是MR,內(nèi)心翻江倒海,無味具雜。毫不知情的情況下,簽收了大副收據(jù),并且告訴我,以前做過的船大副收據(jù)都是大副簽。奈何做大副時(shí)間比較短,做了8個(gè)合同的大副,僅僅裝載雜貨的情況下,見到過大副收據(jù)。散貨裝載很少見過大副收據(jù)能夠到大副手中。即使簽了也不要緊,至少核實(shí)一下里面內(nèi)容。別在不知情的狀況下簽收文件,這個(gè)是非常重要的一點(diǎn)。看了一下好在沒有什么問題,貨量是少,附帶MR以及LOP一起發(fā)送給相關(guān)方。

1.NEWCASTLE特殊之處,不用實(shí)際抵達(dá)便可以遞交NOR;

2.兩票貨物,第一票貨物不做水尺就可以確定貨量;

3.最重要的一點(diǎn),只要貨多裝了,就可以要求卸下去;

4.全世界港口共同點(diǎn),我覺得就是租家決定貨量多少,多少工匠精神,也需要服務(wù)商業(yè)操作,但是怎么指示是租家的事情,發(fā)貨人能不能夠備齊貨還是另外一回事。
